Planning an Industrial Shutdown That Finishes on Time

Shutdowns overrun for predictable reasons. What to lock down in the weeks before the outage window opens.

A planned outage is the most expensive time on a plant calendar, and the work that overruns is rarely the work that was scheduled. It is the scope discovered on opening, the part that had not arrived, and the permit that took a morning to issue.

Freeze the scope early and price late changes honestly

Agree a scope freeze date far enough ahead that materials can be procured and labour mobilised against it. After that date, additions should be assessed for their effect on the critical path and accepted or deferred deliberately, not absorbed silently.

Keep a separate, pre-approved allowance for discovery work — the corrosion or wear you can only see once equipment is opened. Budgeting for it prevents the outage stalling while an approval is chased.

Confirm materials are on site, not on order

Every task on the plan should be traceable to materials physically received and inspected before the window opens. 'Confirmed shipped' is not the same as available, particularly where clearance sits between the supplier and the site gate.

Where an item is genuinely at risk, plan the contingency in advance: an alternative supplier, a refurbished spare, or a sequencing change that moves the task later in the window.

Sequence around isolations and permits

Isolation boundaries, permit-to-work issuing capacity and confined space or hot work controls frequently determine how much work can genuinely run in parallel. A plan that assumes ten crews can all start at 06:00 usually discovers that the permit office can process four.

Walk the isolation plan with the operations team before the outage and identify the points where two work packages compete for the same isolation.

Plan for reinstatement and testing, not just removal

  • Allow realistic time for functional testing, protection settings verification and interlock proving before restart.
  • Identify who signs off each system for return to service, and confirm they are available on the day.
  • Capture as-built changes during the outage while the information is fresh, rather than reconstructing it afterwards.
  • Hold a short review within a week of restart, while the causes of any overrun are still remembered accurately.

Overruns come from unfrozen scope, materials that are not yet on site, permit bottlenecks and under-planned reinstatement. Each is controllable in the weeks before the window opens, and almost none of it is fixable once it is.
